目前还不知道首相安倍会何时修改9号条款，可能会在2018年年底。
除了9号条款的修改之外，安倍承诺将用提高税收后的一部份资金来修建免费的幼儿园。
另外安倍还将致力于推动减少工作强度的法案，尤其是减少加班时间。
但安倍并非不可战胜的。他在今年早期被卷入两桩和他有关的丑闻，并且社论也警告他不要以牺牲经济为代价来推动9号条款的修改。
It's unclear when Mr. Abe will move on to the modification of Article 9, maybe in the end of 2018. Beyond a pledge to use part of the revenue by raising consumption tax to provide free kindergartens, he will give a high priority to push through the bills of changing the country's stressful working stle , not least restricting overtime.
But Mr. Abe is not vulnerable. In the early of this year, he was linked to two scandals in which he denies involvement. Also the editorials warn that constitutional change should not be done at the expense of economy.
